1.GOVERNING BODY
Constitution of the Governing Body,
its duties and powers
3.(1) There shall be appointed a
Governing Body for the Shriram Chandra Bhanj Medical College,
Cuttack, consisting of 8 members including the President who
will be nominate by the State Government and the Principal of the
College as ex officio Vice-President and Secretary. Of the Other
members at least one will be a lady and one will be a nominee of the
Local Branch of the Indian Medical Association. The rest will be
nominated by the State Government.
(2) The duties and powers of the
Governing Body are :
i)
To award punishments
and to order deprivation of scholarship, rustication for a period
exceeding one year and expulsion;
ii)
To award scholarships
(and studentships);
iii)
To consider, examine
and initiate projects for the improvement of the college;
iv)
To advise the State
Government through the DMET, Orissa, with regard to inclusion of
additional subjects in the scheme of studies of the college;
v)
To advise the DMET,
Orissa with regards to general administration of the College and the
Hostel;
vi)
To take such measures
as they consider necessary to ensure the comfort and convenience of
the boarders of the Shriram Chandra Bhanj Medical College Hostels.
vii)
To deal with any
question referred to them by the Director of Health Services, Orissa
or by the State Governent; and
viii)
To exercise such
additional functions as may, from time to time, be assigned to them
by the State Government.
(3) The decision of the Governing
Body shall be communicated to the Director of Health Services,
Orissa.
Power of the Principal
4. The Principal of the VSS Medical
College empowered :
i)
To select candidates
for admission to the college subject the approval of the Director of
Health Services, Orissa.
ii)
To intimate to the
President of the Governing Body he desires to call a meeting and
arrange a convenient with him;
iii)
To spend the grants
which are provided in his budget contingencies and for supplies and
services provided the allotments are spent on the purposes and
subject to conditions for and on which they have been sanctioned and
that no reappropriation whatever is made from one head to another
without the sanction of competent authority ;
iv)
To sanction
expenditure on an item of special contingencies up to Rs.100
(Modified on 11-12-75 No.36908 H/ Rs.250/- per occasion) at a time
subject to the existence of budget provision;
v)
To sanction the
purchase of models and other instruments up to Rs.500 for each item,
subject to the existence of budget provision ;
vi)
To countersign bills
for the traveling allowance of all officers in the institutions
under his control ;
vii)
To countersign the
bills for all scholarships ;
viii)
To submit indents for
forms to the Government Press through the Director of Health
Services, Orissa ;
ix)
To spend sums which
have been granted by trust deeds or otherwise for the award of
scholarships, medals and prizes or generally for the benefit of the
College concerned, if in the case of a trust deed the Principal has
by the terms of such deed been appointed administrator of the trust
fund ‘
x)
To award punishments
which may be the following : “Verbal or written reprimand, extra
duty, fines, forfeiture or rents or fees paid, stoppage of leave,
deprivation of scholarship and rustication up to one year”.
He shall be responsible for the
efficient administration of the Medical College and for the
maintenance of the standard of medical education required by the
Utkal University and the Medical Council of India. For this purpose
he may issue such instructions as may be necessary.
xi)
A College Council
consisting of the Principal as President, and professor and delted
of allo by clinical professor of the college as members will meet as
often as occasion demands.
